On March 31, 2026, a peculiar complaint landed at the Bucks County District Attorney's Office. It alleged that Deputy Sheriff Ryan Gaffney had been using his iPhone to surreptitiously snap nude photos of prisoners and then showing them to female employees, all in the name of “jest.”

The incident began on January 30, 2026, when five fully uniformed deputies responded to a mental health crisis. They found their detainee naked from the waist down and had just helped him put on pants. Gaffney was accused of obtaining a photo of his genitalia during this process.

According to investigators, another deputy confirmed that Gaffney showed photos on his phone to a female employee in jest after the arrest. This wasn't the first time; he allegedly took photos of prisoners' buttocks while they were in custody, presumably for similar reasons.

The Axon bodycam logs revealed an interesting detail: Gaffney did not access footage from the January incident for many months. If he had shown a photo on his phone to the female employee on arrest day, it must have come from somewhere else. Perhaps his own phone? However, his bodycam footage never showed this.

Investigators noted that at one point, Gaffney was seen covering his bodycam’s lens with his hand for a few moments. This suggests he might be hiding evidence or avoiding scrutiny altogether—though in this case, it may just have been to avoid the harsh light.
