Trainer’s Tragic Past Shakes ICE Training

The owner of a law enforcement training firm that trained ICE agents has admitted to being involved in at least four deadly shootings. David S. Norman, who served as a Phoenix Police officer and trained with TruKinetics, claims his courses did not involve crowd control or active shooters but won't specify further.


Norman's extensive background includes multiple shootings while on duty and a reputation for seeking high-risk experiences. His company, TruKinetics, received contracts to train SRT agents from the Customs and Border Protection’s Office of Field Operations and ICE’s Enforcement and Removal Office units in Arizona and Georgia.


The use of Special Response Teams (SRTs) in civil immigration enforcement raises ethical concerns, especially given past incidents involving SRT members. The training of paramilitary units by individuals with such a history highlights the need for rigorous scrutiny and oversight.


Norman's career as a Phoenix cop included working on a plainclothes fugitive apprehension team that sometimes acted like a SWAT unit. Despite his reprimands, he maintained solid ratings from supervisors and received commendations, suggesting a complex mix of public service and personal conduct issues.
