Trump’s Digital Rollback, Biden’s Reversal

In a legal twist, the US government must now play catch-up on its broadband promises.

The Trump administration's controversial decision to end the Digital Equity Act grant program has been reversed by a court ruling. The revived program will restart applications for grants in December, though with stricter criteria.

While the new rules limit funding based on race or ethnicity, other factors such as income and disability remain eligible. This represents a partial victory for those advocating against what was deemed a racist and unconstitutional act.

The Digital Equity Act of 2021 allocated $2.75 billion across three grant programs aimed at bridging the digital divide. Despite initial resistance from the Trump administration, applications are set to begin anew, with states already receiving planning grants in 2022.

This legal battle highlights the ongoing challenges of ensuring equitable access to broadband services. Advocacy groups like NDIA celebrated the revival as a ‘massive win’ for their community, though they will need to submit new applications under revised terms.

The saga underscores how political shifts can impact long-term initiatives, forcing governments to navigate complex legal and ethical landscapes in their pursuit of digital equity.
